General Secretary

The service is headed by the General Secretary, a member of the Executive Board. She ensures the implementation of the decided actions. The service works in close collaboration with the management of the IPBS and all the services, committees, research teams and platforms. It operates as an interface between the scientists and the administrative services of the CNRS and the University of Toulouse III-Paul Sabatier.

The service is in charge of all kinds of administrative issues. It assists the Executive Board in making overall management decisions. It provides management in three different yet interdependent areas: human resources, financial affairs and implementation, and monitoring research grants.

Human resources: reception authorisations, drafting of reception agreements and job descriptions, recruitment of non-permanent staff, training agreements, management of annual files for permanent staff, monitoring of leave, updating of databases, etc. The continuous training correspondent draws up the unit’s training plan to help maintain and develop staff skills.

Financial coordination, income and expenditure: Purchasing on public contracts, monitoring of the inventory, management of the expenses of the teams, platforms and support services (orders, invoices, missions), as well as infrastructure expenses. Management of platform revenues, management of conferences. Advice and assistance in solving problems of all kinds. Dissemination, explanation and application of CNRS and UT3 administrative rules.

Research contracts: Partnerships with all types of partners are inseparable from research activities for scientific reasons of collaboration, and are economically vital.  The mission of the department is to promote and secure partnership activities, for the creation of the contract, its execution and its justification:
Support to scientists for the financial and administrative set-up of projects in collaboration with the international relations manager, if necessary, and the CNRS and UT3 Partnership and Valorisation Services, which examine and sign the files.
Helping with the contractualisation and regular global follow-up of all IPBS research contracts by means of management charts and permanent communication with all the actors concerned. Search for solutions to difficulties of all kinds related to the execution of contracts. Production of financial reports in liaison with the project leaders and the CNRS or UT3 financial department.

Auditable pricing: Creation and updating of an auditable pricing system for the invoicing of platform services.
